As you can see, any Mac released before 2017 is not redistributable, so it will be stuck with Monterey, Big Sur or earlier system software.

Given that macOS Ventura doesn't have any significant new features that require a lot of hardware usage to support it, it's unclear why the system requirements for Macs are so strict, but it may become clearer over time.
